Two convicts – two different moods…

On December 16, 2023, at an event held by the US Embassy in Tashkent on the occasion of the 75th anniversary of the Universal Declaration of Human Rights, officials spoke about the transparency and freedom of meetings with any prisoners serving their sentences.

After that, the human rights society “Ezgulik” of Uzbekistan appealed to the Department of Punishment of the Ministry of Internal Affairs of the Republic of Uzbekistan to allow meetings with representatives of civil society who are serving sentences. Officials of JIED fulfilled their promise and initially provided an opportunity for meetings with two convicts – Dauletmurat Tajimuratov and blogger Otabek Sattori.

Our community activist Abdurahmon Tashanov met with Dauletmurat Tojimuratov in Navoi on January 12, and with blogger Otabek Sattori in Karshi on January 13. According to Tashanov, both convicts have no objections to their health. They are dissatisfied with the judgments passed against them and want to continue fighting for their rights in the future.

“Dauletmurad was a bit nervous at first. On December 25, he was accused of violating the order of the penal institution. I told him to solve it by legal means, after all, you were a human rights defender, take it to court. Got used to it. Then he complained that the letters and parcels were arriving late, and that it was difficult for his letters to go out,” says Tashanov.

According to Tashanov, Tajimuratov, while explaining the allegations of torture put forward by his lawyers against him, stated that during the preliminary investigations, he actively resisted the employees during the forced removal of his hair, and the employees, in turn, argued with him and used physical force. . He did not speak about other specific cases of torture.

“Dauletmurad said that the leaders of the colony are very good people, and I have a very good relationship with them. But not everything is in their hands, I am making many proposals to change the system of punishment, because the law requires long-term meetings with prisoners, both in high-security colonies and in the general system, as well as for long-term imprisonment and lighter sentences. different, he said. He said that he will talk a lot about improving food for prisoners and improving other conditions. Why didn’t you bring me books to read?” he said,” says Tashanov.

According to him, the control during meetings with relatives of prisoners in the colony is too strong, which seems to be a violation of the rights of prisoners. “I called on the administration of the colony not to deviate from the laws and strictly follow them. “Illo, it’s difficult to find everyone’s opinion, here the only priority should be given to following the rules.”

The meeting with blogger Otabek Sattori in the opposite address colony went very well. First of all, Otabek thanked everyone who supported him. According to the head of the colony, he will be released at the end of April, beginning of May. He is working in a sewing shop.

Since the address is a colony, he is enjoying his rights as all prisoners. Family members and relatives are coming. Ombudsmen are living here every day, just counting the days for freedom. “He said, “I don’t want my picture in prison to be published on the Internet,” says Abdurahmon Tashanov, “and that’s why the colony took my picture with him only to use it in the service, but not to me.”

According to Otabek, he has no intention of re-appealing against the verdict. Quietly wants to work in the field of information technology. He considers the President of the Republic of Uzbekistan Shavkat Mirziyoyev to be a leader with high potential and is proud to serve him. On the contrary, Tashanov called him to try to justify himself after the end of his sentence.

So, two convicts have two different moods. One is a bit nervous and far from optimistic, the other has already come to a conclusion about his life goals and future…
